The restriction label (seco_restrictionkind, seco_restrictionorigin) stays as classification only. Grants (seco_projectaccessgrant, seco_projectgranttype), clearances (seco_clearance) and enforcement handling (seco_restrictionhandling) are removed; account owner-team membership replaces project grants — no new table.
