SETTLED, 4 Oct 2026 (Marius, from Jon/Jason; D1 Alex): no Restricted Projects. Project access is at country level; cross-country access is granted per customer account via the account's owner team, never per project. The restriction label (seco_restrictionkind, seco_restrictionorigin) stays as classification only. Grants (seco_projectaccessgrant, seco_projectgranttype), clearances (seco_clearance) and enforcement handling (seco_restrictionhandling) are removed; account owner-team membership replaces project grants — no new table.
